The Colorado Office of Policy, Research and Regulatory Reform (COPRRR), within the Department of Regulatory Agencies (DORA), is currently seeking feedback from the public on the 2025 sunset reviews, which will be published on October 15, 2025.
Sunset reviews evaluate existing regulatory and non-regulatory programs based on statutory requirements, including determining whether existing regulation is necessary to protect the public health, safety, and welfare; whether the conditions that led to the initial regulation have changed; and whether other conditions have arisen that would warrant more, less, or the same degree of regulation. If regulation is determined to be necessary, the sunset review will look for the least restrictive level of regulation consistent with the public interest.
The Colorado General Assembly determines the date that a particular agency, board, program or function of government will terminate unless the legislature passes new legislation to continue it. COPRRR conducts annual sunset reviews as scheduled by the General Assembly, and legislation is drafted based on the recommendations in the sunset report.
Stakeholder feedback is an important component of successful sunset reviews and allows Coloradans the opportunity to provide feedback on state government programs and divisions. COPRRR collects feedback on issues, concerns, ideas and suggestions for each state program under review. The following sunset reviews are in process for 2025 and COPRRR is collecting feedback:
