Denver, CO – The Public Utilities Commission (PUC) seeks comments from the public and interested persons on Black Hills Colorado Gas, Inc. (Black Hills) request for PUC approval of its 2024-2028 Clean Heat Plan.
Black Hills' proposed Clean Heat Plan was prepared in response to Senate Bill (SB) 21-264 which requires natural gas local distribution companies (LDCs) to file Clean Heat Plans with the goal of reducing greenhouse gas emissions from the delivery and use of natural gas. Specifically, SB21-264 requires gas utilities to reduce customer combustion and natural gas distribution system emissions by 4% by 2025 and by 22% by 2030, as compared to a 2015 baseline.
PUC’s rules require gas utilities to file their first proposed Clean Heat Plan by January 1, 2024. Black Hills' Application complies with this requirement. The Commission recently completed its deliberations on Xcel’s Clean Heat Plan (Proceeding No. 23A-0392EG).
When approving a clean heat plan, the Commission must consider several factors including whether the plan achieves the clean heat target, whether the investments prioritize serving customers participating in income-qualified programs and communities historically impacted by air pollution and whether the plan results in a reasonable cost to customers and ensures reliability.
