Denver, CO –The Colorado Public Utilities Commission (PUC), is seeking public input on rulemaking related to natural gas utilities through a virtual public comment hearing on Oct. 19, from 4-6 p.m., or until concluded by the Commission, at PUC's Hearing Room A (Zoom link).
The Commission scheduled an additional hearing for public comment on labor issues arising from the rulemaking, including:
- Best value employment metrics
- Use of Colorado-based labor and out-of-state labor
- Competitive solicitation provisions
- Labor standards for Demand-Side Management (DSM) programs, projects, and Clean Heat Plan (CHP) undertakings.
Individuals are encouraged to provide input representing potentially impacted communities as well as those that assist the Commission in identifying affected industries.
Through Senate Bill 21-264, the Colorado General Assembly directed the Commission to create rules that require utilities to file CHPs and take other actions to reduce carbon emissions. In response, the Commission opened Proceeding 21R-0449G in October 2021, and issued a notice of proposed rulemaking (Decision No. C21-0610). The proposed amendments would modify existing provisions of the Commission’s Gas Rules including those governing:
- Utility line extension policies
- Infrastructure planning
- CHPs and the calculation of greenhouse gas emissions
- DSM
The Commission has held multiple workshops and public comment hearings and must make a final decision by Dec. 1, 2022. For more information on CHPs, click here.
