Public Input Sought on Public Service Company of Colorado’s (Xcel’s) Clean Heat Plan and 2024-2026 Transportation Electrification Plan

DENVER – Public input is sought on The Public Service Company of Colorado’s 2024-2028 Clean Heat Plan on Monday, Jan. 8, from 4-6 p.m., and its 2024-2026 Transportation Electrification Plan, on Wed., Jan. 10, from 4-6 p.m. See below for details.

 

Clean Heat Plan (Proceeding No. 23A-0392EG)

In 2021, the Colorado legislature passed Senate Bill 21-264, which established “clean heat” emission reduction targets of four percent for 2025 and 22 percent for 2030 relative to 2015 “baseline” values for Colorado’s gas distribution utilities. As a result, gas utilities operating in Colorado are required to present, at least, one clean heat portfolio that meets the emission reduction targets and one portfolio that implements the maximum amount of established clean heat resources within a 2.5 percent retail cost impact cap.

 

Public Service Company of Colorado filed its Clean Heat Plan in August 2022 with four portfolios as part of Proceeding No. 23A-0392EG. Its preferred portfolio includes demand-side management programs (which aim to reduce electric demand), beneficial electrification, hydrogen and recovered methane. The cumulative cost would be $538.90 million.

2024-2026 Transportation Electrification Plan (TEP/Proceeding No. 23A-0242E)

In 2019, Colorado enacted Senate Bill 19-077, establishing new requirements for electric public utilities to file an application with the Commission for a Transportation Electrification Plan (TEP) every three years, beginning May 15, 2020. The purpose of these plans is to support widespread transportation electrification within the utility’s service territory.

Public Service’s TEP includes programs targeting residential and commercial customers, clean vehicles; public charging, advisory services; and innovation. Public Service’s proposed budget is $439 million.
